Selectively replace fopen() with fopen_utf8()

This selectively replace fopen calls with fopen_utf8, to handle paths
that uses special characters in Windows.

The replacement covers these:
- opening of bios file
- opening, writting and creating memcard2
- opening and handling of disk images
